Homeowners and condo owners are responsible for following community guidelines. This includes following policies about noise, home appearance and maintenance, and HOA fees. Residents who are not in compliance receive warnings, and if they do not become compliant, fines are issued. Being consistent and fair when enforcing compliance helps prevent accusations of favoritism and can prevent conflict escalation between residents. 

Residents have the right to file complaints about community nuisances with the board. Complaints should be investigated quickly to evaluate whether a fellow resident has violated community policy. Working swiftly to resolve issues, such as loud parties or barking dogs, helps prevent disputes from escalating. This allows neighbors to maintain good relations. A community management team can help with homeowner inquiries and dispute resolution. 

A community management team assists with compliance by conducting regular inspections, collecting assessments, and issuing letters to residents regarding non-compliance. While a COA or HOA is made up of residents from the community, a community management team consists of employees of a third-party company. This offers a degree of separation for compliance enforcement, helping to preserve relationships between homeowners.
